The European Economic Area (EEA) nationals holding
a valid passport or valid identity card may enter the country and
may stay without a special permit in the territory of the Republic
of Hungary for a period not exceeding ninety days.
EEA nationals and their family members shall apply
for a residence permit if they intend to stay in Hungary for a period
exceeding 90 days.
:: Where
to go first?
At the competent customer service office of the
Regional Directorate of the Office of Immigration and Nationality
according to your (future) place of residence you have to fill in
the application form
/ If the address of your residence is in Budapest
or Pest County, the competent customer service office in your case
is : Office of Immigration and Nationality, Office Nr.II., Address:60.

You must submit the form personnaly /exemption:
aged and unhealthy person, disabled person etc./ not later than
15 days prior to the last day of the ninety-day period of the legitimate
stay.
When applying for an EEA residence permit you shall
produce your valid travel document or personal identification document.
One photo and fee stamp of 1.500 HUF must also be attached.
:: Which
documents shall be attached along with the application form ?
Depending on the purpose of the stay /employment,
gainful activivty(private or corporate enterprise), studis, family
member etc./ you shall enclose the following documents:
In case of employment:
:: labour contract
/ If the applicant is a citizen of such EU Memeber
State which restricts the free employment of Hungarian nationals
in its territory and Hungary applies similar restrictions on mutual
basis as provided for in the Accession Treaty, a valid work permit
issued by the Labour Office is also required./
In case of private entrepreneurs:
:: an
attested copy of the entrepreneur certificate
In case of corporate enterprises:
:: the decision
of the court on the registration of the Corporation
:: a copy of
the deed of association / in order to verify
that the EEA national is the owner, managing
director or member of the management,representative or supervisory
body of an enterprise, co-operative or other legal entity established

In case of studies:

How to register the place of domicile in Hungary?
The registration of the first Hungarian domicile
takes place simultaneously with the submission of the application
for the EEA residence permit.The Office of Immigration and Nationality
issues an official certificate of the Hungarian domicile and you
can pick it up together with the EEA residence permit.After receiving
these documents, within three days you have to visit the notary
(„okmányiroda”) competent according to the address of your residence
where a document of your address is issued.The document of the address
must be held together with the EEA residence permit and be presented
– on request – to competent authorities.
How can you certify the existence of your accommodation
in Hungary?
Accommodation can be certified in particular with:
:: a tenancy
contract;
:: a voucher on paid commercial
accommodation;
:: a valid letter of invitation;
:: a document certifying the
ownership of a flat /proprietorship register
issued not earlier than 3 months /
:: an agreement on buying a
flat lodged with the Land Registry Office.
:: in case of a student, a document
issued by the student hostel certifying he or she is accommodated
there during the period of his/her study
If your accommodation is a commercial one (hotel,
pension, camping, etc.) then the accommodation shall report it,
you only have to submit the necessary data.
How can you verify that you are entitled to
health care in Hungary?
In case of accident or illness, you are entitled
to health care in Hungary in possession of residence permit. The
expenses of the treatment will be reimbursed to the Hungarian health
care institution by the health insurance company in your home country.
Therefore it is necessary that you present the E-111 form or other
appropriate documents from your insurance company when you apply
for residence permit or its extension. If you stay in Hungary for
the purpose of employment or gainful activities, you are insured
in Hungary since your employer is obliged to take measures in connection
with it. Therefore the employees are not expected to prove their
title for health care in Hungary.
How can you certify the existence of the financial
coverage of your livelihood in Hungary?
Livelihood of foreigners residing for employment purpose can be
certified by their regular income originated from employment or
from other legal relations aiming at employment. The certificate
on income issued by the employer shall be attached to the application,
but the aliens policing authority is entitled to require the certificate
on paying the income tax as well. The employee may, along with his
or her income originated from employment, certify his or her livelihood
by means of other regular income or own properties as well.
How can you certify the existence of conditions
for return?
You can certify with a valid passport or a residence permit issued
by a foreign authority that you could return to your country of
origin following the expiry of your residence permit. The return
is considered guaranteed if you submit the permits necessary for
it, with a valid ticket or appropriate financial means to cover
its cost. The financial coverage of return is deemed guaranteed
by certifying an appropriate income. Your passport shall be valid
for at least six month following the expiry of the residence permit.
For how long is the EEA resident permit valid?
The EEA residence permit is issued by the Office
of Immigration and Nationality for the period of time required,
however for not longer than 5 years at first, and it may be extended
for another 5 years at each occasion.
In the case of residence for employment purpose
or for pursuing occupational activities for a specified period,
the validity of the residence permit may be restricted to the period
of employment or other occupational activity. In case of employment
this provision may be applied only if the period of employment does
not exceed 12 months.
If Hungary applies reciprocity against one of the
Member States of the EEA under terms of Annex X enclosed to the
Act on the Accession, in case of employment of the national this
EEA Member State in Hungary, the validity of his or her residence
permit may be restricted in view of the validity of the work permit
or the period of the employment. (Austria, Belgium, Denmark, Finland,
France, Germany, Greece, Iceland, Italy, Lichtenstein, Luxembourg,
Netherlands, Norway, Portugal, Spain)
The residence permit issued for the student shall
be valid for the period of studies or vocational training, in case
of longer studies, it shall be one year, which may be renewed.
